Actually in this case the headline is correct - the Commonwealth of Pennsylvania has put into statute a provision that does not allow local municipalities to restrict the height to less then 65 feet, which is what is quoted in the article.  The statute link is below.

They have basically, based on a case in the Commonwealth, made 65 ft the minimum "reasonable".   Here in Fairfax County I think they say 70 or 75 ft if you ask I think.   The reality is, if you can make a case that you need more to be reasonable you can get it.  And the 65 is not a max.  But for the average ham, it's going to be REALLY hard to make the case, MeThinks.

Subject Correction:  It is a FEDERAL law not any STATE law or local law which protects Amateur Radio Operators nationwide.
