Alan,

  I recall the original plan was called the "Safety Warning System". It 
required monies to be spent by the various state and local governmental 
levels to equip their vehicles and although SWS has been around for a 
relatively long time, it never increased much in size to become a 
nationwide participation by first responders, etc. Some railroads now 
use 8Ghz. for their crossing alert warning system. SWS originally was 
supported mostly by radar detector manufacturers.  Perhaps if federal 
grants had been given to the states specifically for this expenditure, 
SWS would have had more vehicles equipped nationwide.

I believe originally the X Band (10Ghz.) was used for SWS as then it had 
recently mostly had replaced the S Band (2Ghz) use and was the dominant 
band for a few years.  Then K band (24Ghz) became popular and 
subsequently 34Ghz. and Laser as the microwave technology improved.  
Probably during these periods other various similar warning system 
combinations with different names i.e., "Safety Alert System" and alert 
messages combinations evolved.

I suspect SWS usage such as it exists mainly is in the X and K bands.
