[Scan-DC] First of its kind

Reading the website, it doesn't look type accepted yet, so I don't think
you'll find anyone who's tried it.  It also appears to operate like all the
newer Unidens, programmed from the RR database, so it *may* cover
everything for the advertised FD/EMS/PD/DOT service types.  They claim that
it even does TDMA, but no DMR.
