The number "33" is on the right corner of the front bumper, in symmetry to the "WV" on the left corner.

Per google: 
G71 Medium truck, cab and chassis and belongs to the Inter-agency Motor pool.
I don't know what the "WV" on the  front bumper indicates, but that looks like a doppler radome on the top, so I might venture a guess that it is a weather observing vehicle.
There is a new "named" storm in the Atlantic, maybe "they" know more than they are telling us!
