[Scan-DC] Mystery Vehicle

Some digging on Google searching for similar vehicles indicates that this
may be a vehicle used by the "Civil Support Team" - The few similar
vehicles I've found on Google Images do NOT have the possible radome on
them, however. But they have gov't tags, same blue paint job and emergency
lights. Could be there for an exercise perhaps? Curious if anybody finds
out more information. Nice find, Alan!
