Per google: 
G71 Medium truck, cab and chassis and belongs to the Inter-agency Motor pool.
I don't know what the "WV" on the  front bumper indicates, but that looks like a doppler radome on the top, so I might venture a guess that it is a weather observing vehicle.
There is a new "named" storm in the Atlantic, maybe "they" know more than they are telling us!

Parked behind the Rehoboth Beach firehouse in the city lot the past couple days is this Ford F450.

I think I heard the police say it was U.S. Army.  

With the antenna array I would imagine Corps of Engineers.  But that does not explain the emergency lights.

Any thoughts what this might be used for?
