[Scan-DC] Red Unit of Circus Train Coming to DC Next Week

The train usually comes in via the old B&O into DC via Cumberland,
Brunswick, Point of Rocks, Gaithersburg, Rockville.  There's been a couple
of instances where it has come in via NS through Manassas, but that's the
exception and not the rule.

Generally, the train gets set off at Benning Yard in Southeast under pretty
tight security.  (A couple of coaches were vandalized (tagged) a few years
back in Benning.)

I think it spends about a month in the area, because it then goes to
Baltimore, and then eventually Fairfax (GMU).
