If I'm following this right, the Red Unit is in Cincinnati now, and the Blue Unit is in Newark:

The Red Unit closes in Cincinnati on March 16 and goes from there to DC. I don't know what route they take.

If the circus follows tradition (and what are the odds against that?), there will be a parade of animals, clowns, and assorted circus personnel up Third Street right in front of the Capitol. You are free to make your own jokes about that situation. 

A few years back, I saw a bus with middle school kids, maybe on their once-in-a-lifetime visit to DC, get stopped by the MPD right at Constitution Avenue and Third Street so the parade could go by. When the driver figured out the reason for stopping, he opened the bus door. All the kids poured out and had the best day yet of their lives. It was great.

The parade, if it follows the usual route, will go under the Department of Labor's Frances Perkins Building and hang a left a few blocks up for the final few blocks to the Verizon Center.
