[Scan-DC] Balloon over Arlington Cemetery tomorrow

According to the linked article, the "event" is from noon - 7 pm, so you
might not see it.  I'm in Rosslyn, and will probably walk over to Rosslyn's
"Freedom Plaza" (not to be confused with DC's Freedom Plaza or Square)
around luch time to see what I can see.
