[Scan-DC] Balloon over Arlington Cemetery tomorrow

Thanks Ed. If you use that form, enter "DCA" in the Locations box, and hit "View NOTAMS," the balloon is the first thing that pops up [insert rim shot here].

This is the contents of the NOTAM:

If someone is able to parse that, please let us know!

I've been listening to DCA tower this morning and haven't heard any mention of the balloon. I'll be driving over the 14th St bridge shortly on my way downtown, and I'll take a look to see if I can spot it.
