[Scan-DC] Fwd: Balloon over Arlington Cemetery tomorrow

According to this NOTAM, the "With Effect From/Effective From" (WEF) is
3:15 pm until 8:15 pm (1304261915 = 4/26/2013 1915 UTC and 1304270015 =
4/27/2013 0015 UTC).  So while the Arlington article said from noon 'til 7,
I tend to believe the NOTAM due to their urgency.  Well so much for that
lunchtime viewing... I might miss it all together since I get off at 2:30.
