[Scan-DC] Tropospheric Ducting?

It's not unusual for the ten meter ham band, (28 mHz, right before CB at 29 mHz), to be open all over the U.S. these days, as well as to Europe and South America. Colorado on Ch 19, sounding like a local, would certainly be possible…especially if the guy was running more than the legal power.
