[Scan-DC] Montgomery County Police Units

Victor units are now City of Gaithersburg police.  They have shift numbers
at the beginning and two beats, one west of 355 and one east of 355 named
Seneca and Frederick. When the City beats were first set up the dividing
line was I270 but it was changed to 355 in March of 2012 to match the county
beat boundaries to permit Gaithersburg officers to be first in line for
dispatch under the county dispatch system. Previously a county officer was
assigned first if available and City officers could volunteer to take over
calls in the City. Now a City officer is dispatched first if one is
available.  I believe Rockville still has their own separate dispatch.
