[Scan-DC] MOntgomery rebanding

Anyone know if the Montgomery rebanding has actually been put in place (not
the patched through version).  I couldn't sleep at 1:45 last night and
noticed my HP-1 wasn't picking up much traffic for a Friday night, and when
it did pick something up the channel ID seemed wrong.  So I reuploaded the
database from Radio Reference, and it immediately began working fine.
