Hi Blair,

are not supposed to have their own internal radio systems.

However, they can hire a contractor who uses radios or lease a radio/cell 
service directly.

If they really want radios, the embassies -- and other foreign government 
entities -- in some cases its appears the State Department becomes the 
surrogate licensee via the NTIA (federal version of the FCC).  The FCC is 
not authorized to license foreign governments.

One radio tech for the American embassies told me they [Americans] "do what 
they have to do" for radio comms while operating in other countries.  If you 
look at the freq directories for other countries, the American State 
Department is sometimes listed with the same freqs as used in D.C.

So how did the Germans end up in the American railroad band?  I would guess 
that is what they use in Germany.  But this year renovations on the German 
embassy still have not been completed and they are listed hosting a joint 
open house with France this weekend.  So I don't know what they'll use for 
radios, if any.
