[Scan-DC] Major incident - 395 in Alexandria

Executive team would be recalled to make very high level decisions, likely
on the municipality level rather than just the fire department level.
Someone very VIPish is gonna be in the news shortly... You don't stand up
the EOC and call in your executive team for nothing. You're right - this is
big.
