[Scan-DC] Major incident - 395 in Alexandria

And this was just sent out:

On I-395 at Exit 6 Shirlington in Arlington, a vehicle has caught on fire
causing major traffic disruptions.  Northbound I-395 is completely blocked,
and southbound I-395 is partially blocked (with traffic now backing up to
the 14th St. Bridge.)  Citizens should avoid I-395 for now when exiting or
re-entering D.C.
