[Scan-DC] Major incident - 395 in Alexandria

Alexandria and Arlington are working a major incident on 395 in the vicinity of Glebe Rd. It's possible this invovles a fallen firefighter. I came in late on the incident, but they've rescued one person from the water under a bridge after a lengthy extriction. Attempted a helicopter transfer but nobody was flying due to weather. Alexandria Chief 200 was on the scene (very rare) and is now following the transport unit to Medstar. Alexandria has also recalled the fire department "executive team" to staff the operations center and all off-duty battalion chiefs. They are prepping for a "full investigation" of the incident.
