[Scan-DC] MoCo police scanning

MoCo has been encrypting the 6 SAT talk groups full time for many months
(since last summer at least), and occasionally they will encrypt various TGs
for specific conversations, like special ops in progress.

I've heard encryption being used on both Wheaton and Bethesda Dispatch TGs
every once in a while over the past week.   You'll hear a few transmission
that are clearly encrypted and then they switch back to being in the clear.

The "garbles," I am afraid, are the increasing use of encryption.  What 
talkgroups do you hear it on?
