[Scan-DC] MoCo police scanning

I've heard encryption being used on both Wheaton and Bethesda Dispatch TGs every once in a while over the past week.   You'll hear a few transmission that are clearly encrypted and then they switch back to being in the clear.

The "garbles," I am afraid, are the increasing use of encryption.  What 
talkgroups do you hear it on?
