[Scan-DC] Depts using encryption?

Hey guys, let's chill.
Re-reading my original post I see that I wasn't as clear as I could have been. I meant local, as opposed to federal, but not limited to the DC area. But, it could have also been interpreted as local = DC area.
So, thanks to all who responded with info from all areas. And thanks, Dewey, for asking the question.
