[Scan-DC] Encryption - Area Departments

More info/clarification on the use of encryption and the like in DC area:

Fredericksburg Police - voice inversion on VHF conventional frequencies. It is not digital encryption. Not monitorable with scanners.
King George Sheriff - occasional analog encryption on primary frequency, but very infrequent.
Louisa Sheriff - occasional analog encryption on primary frequency, but very infrequent.
Orange Sheriff - MOTOTRBO on primary frequency, but they do not use the "Privacy" option. Not monitorable with scanners.
