WOW!!! You're much too kind, by not pointing out my ignorance on the
listserv. Therefore, I thought I would share it with everyone else.
1) YOU are NOT the original poster, so I find it quite interesting that you
are in the original poster's mind.
2) Ed Tobias is a very stand up guy. He's been very helpful to others on
the list and around for quite awhile, so I wouldn't even think about getting
smart in answering one of HIS questions.
3) As pointed out in my original reply, local means local... not
Metropolitan Washington.
4) Scan-DC is not limited to Metropolitan Washington area residents, as
evidenced by those who are not from THIS AREA already on the list.
5) and finally, information is already being collected on encrypted local
PDs since DC's decision to go encrypted.
So with all that said, I still believe that my help was better on a bad day
than any help that you've given to the list thus far on any good day! I
stand behind my answer, and Ed, sorry that this was about YOUR question.

Well gee Dewey, let's think real hard...
He posts to a discussion group called Scan-DC. DC means Washington,
District of Columbia. His post then mentions "local... in addition to
Baltimore & D.C. police..."
And then you're off to the races, responding about some PDs in
Florida! Even better, you suggest, based on your broad range of
knowledge & experience, that Florida was "the first," because you remember
that there was a Florida city running encrypted dispatch comms back in the
ancient days of the late 1990s or early 2000s.
