[Scan-DC] Anne Arundel County-some chnnels encrypted

Those talkgroups (Aux Channels) have been encrypted for a couple months (if
not longer). They have a series of Tac Channels Talkgroup Series (12H, I, L,
etc.) that are all encrypted.
The fire department has a digital radio system. It is programmed in all
radios. Units will often switch over to the digital system and then are told
to switch back to Zone 61 (Analog). The Fire Chiefs have a talkgroup that is
digital that is used during major events (Hurricane Irene, Flooding from
Tropical Storm Lee, Earthquake) to talk to each other.
I have been told that the fire department won't switch to digital until the
safety of digital radios are improved.
