I'm a little slow on the uptake here, but my buddy who is a Pepco watcher reminds me that in their case, they seem to be using the radio less and less, and may be dispatched by MDC (mobile data computer), and that some communications are via nextel (or whatever that is now) and cell call...
DVP may be doing something similar, which would account for the reduction in UHF radio traffic...
I'll have to look, are they a PHI Holdings company?
(FWIW, DelMarVa power is a PHI company, they seem to have an extensive 800-trunked system, I think that was in place before PHI assimilated them.)
