The exact address for the transmitter site is 5597 Seminary Rd, Skyline
Tower S, Alexandria VA, 38-50-42.4N, 077-07-20.9W. They're licensed for
100 W transmitter power output max, and 820 W max ERP. The same call
sign is also licensed to VEPCO for 153.485 MHz at the same location. The
control point for both transmitters is 12316 Lee Jackson Memorial
Highway, Fairfax. Perhaps that's a local VEPCO office?

I have been recording 451.525 since yesterday. As of this morning, there
were several minutes of recorded transmissions. I haven't had a chance
to listen to the file yet. I'll do that this evening and let you know
what I heard. Tonight and tomorrow I'll park on 153.485 and see what's
there.

Seminary Road? That's odd. I think I'm familiar with Seminary Road, and
I can't think of where this transmitter would be. 

Some of those frequencies are so old that they are probably in Police
Call.

I recorded the Alexandria-Arlington frequency (451.525) last night (I'm
in Arlington). What I captured was only one legitimate transmission,
with a unit reporting that "642R30 was clear of tree limbs and was OK to
go hot." There was a periodic Morse code ID of KLC836, which is
registered in the ULS database to VEPCO with a Seminary Road
(Alexandria) transmitter site.
