[Scan-DC] New bcTool Released

Yes, that was one of the main reasons for the hold up and complete re-write.
It now supports the XTs.  I did notice a bug which I've already corresponded
with Rob about... the field where you enter the audio recording log file
path and data is restricted to only 16 characters.  (If you used the old
bcTool, the wide range of options at naming the logged recording was one of
the areas that the other packages didn't contain).  Rob already has it near
the top of his list.

I can't tell from the bcTool site whether the new version supports the
396XT. The text of his site is not synchronized with the latest release
(i.e., features that are "coming soon" may now be here). I guess I just have
to try it...
