[Scan-DC] New bcTool Released

It shoulds support the newer radio  - but realize this release JUST
happened today, so there may be a few greebles. And, The website
probably just hasn't caught up.

There's an email list for bctool - would suggest joining if there's interest.

Rob, the developer, has been working on this release for a long time -
he's a good guy, and is doing all the work himself. He reads / posts
to the email list.
