I'm not familiar with the BCT15X, but you'll be very disappointed with an  
analog-only scanner in the MD/VA area.  Most Fire/EMS and LE systems are  
trunked digital now so you'll want a scanner that can deal with them.  Have  a 
look at the BCD396XT or the BCD996T.
