[Scan-DC] Interesting aircraft over Seven Corners

At 22:30 on Friday, 2009-07-31, I spotted an unusual aircraft loitering
above Seven Corners. It was very slow-moving with a double set of bright
(LED, probably) navigation lights (red/port, green/starboard--as typical
for aircraft except for the doubled setup). I could discern no planform
even with 11x80 binoculars, but I could hear a faint engine sound that
didn't quite conform to the typical aircraft noise I am used to hearing
around these parts. The aircraft did briefly flash a close-set pair of
white (landing?) lights on the nose, but I couldn't spot any other
details. After a couple of minutes, it disappeared behind trees heading
vaguely south.
Did anyone else see it? Are UAVs being operated in this area currently,
to anyone's knowledge? Did I miss notification of a NORAD exercise?
Interesting. No other air traffic was observed at the same time.
