More likely you are being caught by the fact that AA county is transitioning the cops to digital talkgroups. This is being discussed on the RadioReference Maryland forum, and the talkgroups that have been found so far are being recorded in the RR wiki in the following article...

I expect that this list will grow as more people listen and log new talkgroups, but for now, these that were on the analog system are evidently gone.
And before someone asks, so far, no additional use of encryption - although it's known that tgs in the 32xxx range have used it in the past.

Seems District 3 (Eastern) is off the air. Normally very busy they
have been silent for several hours. Fire Opns,MSP Glen Brnie, and TTY
