This is MD DNR central area. I have been working on a list of all their new sites and I believe that this will be located at Frederick on Gambrill MT. (based on my living in Berk Sprngs, WV and hearing it loud and clear in all locations) I have not however found a license for that site yet, possibly licensed under a temporary authority. This frequency is also used in the northeast area using a different DPL and a different network.
