[Scan-DC] Reagan or BWI?

The controllers for Potomac Tracon are all at its facility in Vint Hill,
Virginia, near Warrenton. The transmitters are remoted, in this case at
BWI. In the list I prepared and sent last weekend, I listed frequencies
according to the airport they serve and these came up as Reagan because
they serve Reagan. They serve BWI, too, but I don't have BWI on the list
yet. (I've had requests to add it and may have time this weekend to do so.)
I think that by listing the freqs by airport, rather than by what the FAA
calls a "facility" (in this case Potomac Tracon), I've created confusion on
the list here. Those of us who monitor tend to think of what "facility" or
"service" we're monitoring, rather than follow the FAA's practice of
listing frequencies according to the airport they serve (at least on the
IFR publications). Maybe I should revise the listing in its next
iteration, or provide both.
