[Scan-DC] Reagan or BWI?

Both of these frequencies come from short towers at BWI. One tower is
closest to the start of runway 4 and one is closest to the start of runway
28 (but obviously out of the flight paths).

I just flipped on both 128.7 and 124.55 to check whether I can still hear
the Potomac controllers. Steve's list had these out of Reagan, but both are
well known to BWI listeners. Sure enough they're still loud and clear here,
both in departure service as I write this.

There's no way these 2 transmitters would be out of the Reagan area - with
this simple setup, I just could not hear them were that true. However, it's
quite possible the personnel are at Reagan and remotely controlling the
transmitters. That I could buy. I guess to a certain extent it's a matter of
interpretation as to how the FAA pubs are interpreted   73 Mike
