For whatever reason, either National's system was not reporting wind shear
last night while the airplanes were, or its system was otherwise not
working. The tower was only aware of wind shear through pilots' reports.

Airports have wind shear detection systems usually located a short distance
off the end of runways. I believe they were installed for the most part
following crashes in Dallas and Denver. The data use to be transmitted on
VHF frequencies (I haven't listened for the data lately).
