[Scan-DC] Wind shear

Kinda rough coming into Dulles from San Francisco about 9pm Thursday 
night.  Had a strong headwind on approach with a number of sudden drops in 
airspeed.  Pilot of the 757 had to apply power several times, all the while 
wrestling the plane toward the runway against the buffeting.
