Looks a bit large to be a POD.

Ok, I know it sounds odd, but I swear I just saw 1/2 of a Submarine go
past the house on top of a barge. Folks in Annapolis should be able
to see it in about 20 minutes, but I haven't caught any radio traffic
on the marine band.

It looks like a propulsion ("azimuth"?) pod to me. This is the latest thing
to replace propeller shafts. The pod hangs down below the stern of a ship
with a motor inside it (the pod) and a propeller mounted on the end (the
right side in the photo).
