Bob you'll really need to be a bit more specific. What are you trying to upgrade to hear? Are you going mobile with it? There have numerous threads on the 996 on RadioReference. 

In addition there's free software (BcTool and FreeScan) that can interface directly with the RadioReference
web service (assuming you are a paid subscriber), which is something the UASD from Uniden cannot do. Both of those links, along with many others are in the 996 wiki article.
