Firstly, I need to apologize for my post before. I had no intention of
insulting anyone.

1st Responder has the same deal. A junior dispatcher cannot send something
directly to the system - and a senior dispatcher must proof it before it
goes out.

reporting bad news. I would stick with 1st Responder.
