[Scan-DC] New unit designators coming for DC area fire units

Thanks Ed, in the first readthrough I missed the info on the rescue stations.  This is going to be interesting.  I did notice that on the MCFRS quicklinks page awhile back, in the photos of the Training Acadamy's new Elite pumper, it carries the new numbering system (E727).
