[Scan-DC] Arlington County Signals

Starting in July, Arlington County did away with the use of most codes, in
favor of plain language (the Virginia State Police did the same thing
earlier this year). However, Arlington does appear to be using a (very) few
lingering codes. Arlington's codes used to be 10-xx format; the new codes
are "Signal" format. Here are the ones that I have deciphered so far:

Signal 2: Backup (similar to the old 10-94)
Signal 3: DUI (similar to old 10-55)
Signal 4: Confidential Info (similar to the old 10-5)
Signal 100: SWAT(?)
