[Scan-DC] Local incident network?

Alan Henney will probably chime in here, but there _was_ something called
Breaking News Network (I think that was the name!) that you could join, had
its own dedicated pagers from what I understand. I've never signed up due
to time issues but I guess it's still going - at least I have no reason to
think it's not!
