I think that's mostly right. However, I think you'll find that different
talk groups will be used for some working incidents. For example, if 7-G is
already being used a second working incident now usually goes to 7-K. It
looks as if down the road the second incident will go to 71-C or 71-G, which
you now have named as 8-C and 8-G.
