[Scan-DC] Montgomery County Trunking Problems?

I have noticed and received calls from other Uniden Scanner Users
that there is some weird thing going over the last two days with the
Montgomery County Trunked System. This problem only shows up
with the Uniden portables and mobile. Have any of you noticed this
problem?
I was just listening to the Silver Spring talk group and it had a steady analog
carrier on frequency 868.6375 and showed only NFM on the display . Then
suddenly I heard a scrambled transmission and the radio showed ENC.
The radio went back to an analog carrrier (NFM). Then a few seconds
later I heard a regular SS dispatch call still on 868.6375 that was IMBE
and the scanner showed alternating NFM and P25 which is normal. This
went on for about 10 minutes and then the carrier dropped and the scanner
went back to 868.625 control channel. The talkgroup is 14928. Other radios
such as the XTS Motorolas that the police use don't decode the analog since they
are set for only digital. I have also hear fire and park police bleed through on
the Silver Spring Talkgroup.
When the normal Silver Spring calls come up they kick the other users off.
The Pro 96 doesn't seem to pick up these analog transmissions.
Has anyone else notice this problem?
