  Doug there could be 2 reasons why this happened.  One is, as you guessed, that the regulation on your electrical system is not all its supposed to be.  There can be a large influx of current when the car is just starting up, and it is possible that this caused a microprocessor glitch. As a rule, I *never* start any radio gear in my car until the car has been turned over and is running for a minute or two. I kinda doubt that the 796 has its own regulation on the DC input, too; though I've never seen a service diagram of the scanner, so I don't know that for sure.
  The other factor is the cold- some microprocessors don't take kindly to the extremes of temperature that we're likely to experience in the next 8-10 weeks or so. This is, after all, a consumer grade radio, not a Motorola. I'd suggest taking the scanner indoors if at all possible when the temperature gets too low (say below 50 degrees or so...). You could get away with that if the car was in a heated garage, but I'd have my doubts if it's sitting out in a driveway somewhere.
