[Scan-DC] DWH?

OK, here's one for yazall... if you go to the Nat'l Incident Notification 
Network, http://newscenter.ninn.org/ and look in the news ticker, you'll 
occasionally see something like "Fire is DWH."  From the context, I think it 
must mean that the fire is out of control, but what the heck does the 
acronym DWH stand for?  I'm sure it must be something obvious, but I'm 
having brane-lok and can't figure it out - none of the jurisdictions around 
here use the term as far as I know.
