Doug -

DWH = Doubtful Will Hold.  It's used by FDNY, perhaps others, as part of
their fire progress reports:  "Chief Johnson, Battalion 6, reports Doubtful
will hold" (with the current assignment of apparatus).  As they get a knock
on the fire you'll then hear "Probably will hold" and "Will hold."
