[Scan-DC] Park Police attempt to coordinate with FCPD

I guess you would have to ask Park PD why they couldn't call FCPD on PMARS 
or use the direct landline civil defense phone? I just wanted to point out 2 
other ways that Park PD could of used to contact FCPD other then a 
telephone.
