I'll pass on asking Park  PD anything but most likely the overwhelming
police presence on the Mall [suspect they had more then half the PMARS
participating agencies there] had something to do with the PMARS
problem.   What I found most interesting though was here they were in
this 'oh-my-gosh-it's-the-4th' mode of alert.  Then a real situation
happens and their direct peering and backup comm links don't work.
Remember they fired the Park Police Chief because she said they still
had serious problems.
