[Scan-DC] CCSD Codes

I've been trying to figure out the "codes" used by the Charles County 
Sheriff's Dept (md).

  Not an easy task as they rarely use them.	I think one reason,for rare 
on-air use,is because they use them mostly in paperwork.Like reports & whatnot.

  One code I did id was "code-4" for "car-jacking".
